Todd earned a Bachelor of Science in Environmental Resource Management and a Master of Environmental Pollution Control from The Pennsylvania State University.

Todd's areas of expertise include the development of scientifically-valid watershed management programs that utilize water quality monitoring and modeling analyses to locate and quantify contaminant sources/effects. He also manages remediation efforts to eliminate, or reduce, anthropogenic sources of solids, nutrients, and bacteria to protect the Authoritys source-water supplies.

Todd's Projects:

• Lockatong and Wickecheoke Creek Watersheds Restoration and Protection Project
  • The development and implementation of a plan to restore and protect the water quality and quantity of the Lockatong and Wickecheoke Creek watersheds. A 319(h) grant, combined with in-kind services and matching funds from the NJ Water Supply Authority, the US Geological Survey, and the Natural Resources Conservation Service, were used to support this effort.
• Lockatong and Wickecheoke Creek Watersheds Implementation Projects: Road-Drainage Retrofits, and Bioretention Applications for Recreational Areas and Private/Public Lawns
• These projects include Municipal education for the design and installation of remediation projects for stormwater quantity and quality control
• Manasquan River Nonpoint Source Identification Project
• Water quality contamination and stream-channel stability were measured to prioritize watershed locations for remediation efforts and to further assess potential contaminate sources/effects.
