Implementation of the Lockatong and Wickecheoke Creek Watersheds Plan

In response to the results and management recommendations presented in the "Lockatong and Wickecheoke Creek Watersheds Restoration and Protection Plan," the New Jersey Water Supply Authority proposed several "implementation projects" for federal funding from section 319(h) of the Clean Water Act, and administered by the NJ Department of Environmental Protection. Five of the proposed projects were approved and funded. The approved projects target stormwater management for 1) a public recreational facility, Kingwood Township Park, and 2) four roadside drainage projects, one in each of the partnering municipalities: Raritan, Franklin, Delaware, and Kingwood Townships. Stormwater from these sources contribute up to 3,360 tons per year of sediment to the streams. Ultimately, the runoff load is transported to the Delaware and Raritan Canal, increasing the associated costs for Canal maintenance and water treatment. The Canal supplies the source of drinking water for approximately 700,000 New Jersey residents.

All stream reaches within the Lockatong and Wickecheoke watersheds are classified as Category 1 (C1) streams, those waterways regulated by the NJ Department of Environmental Protection for antidegradation. Each of the project sites is located within the 300 foot buffer (or Special Water Resources Protection Area) of the C1 streams. The control of storm flows and the associated pollutant loads within the buffer areas are critical for the long-term protection of the physical stream channel and the aquatic ecosystem.

A pre- and post-assessment of the runoff volume and quality from stormwater at each of the project sites is being conducted by the NJ Water Supply Authority, independent of the 319(h) grant funding. The stormwater quantity and quality monitoring program, initiated in Spring 2011, will demonstrate the effectiveness of the innovative control techniques for reducing stormwater runoff.

Techniques developed from these projects will be applicable to most areas of the State for managing stormwater volume and quality.
